Based on the training of practical and creative engineers and the intellectual assets and technical results that we have accumulated, we will continue to work on collaboration with the local community and industry, such as technical consultation at production sites and joint research. In light of changes in the social and economic structure that will be realized in .5.0, this is the foundation for fulfilling the mission of national technical colleges to advance the sophistication and internationalization of technical college education and to develop human resources who can autonomously tackle various social issues. be. However, because the facilities of national technical colleges were intensively maintained from the late 30s to the early 40s, when they were founded, many of them are now more than 50 years old and are rapidly deteriorating all at once. If this situation is left unaddressed, it will not only pose a serious hindrance to ensuring the safety of students, but also make it extremely difficult to secure talented students from within Japan and abroad.
In addition, the facilities of national technical colleges are required to respond to the "quality assurance of education," "creation of distinctive features," and "internationalization and informatization," which are being promoted as part of the Technical College Advancement Promotion Plan.
In order to respond appropriately to these issues amidst the severe financial situation, it is essential to take a long-term perspective and systematically and intensively develop facilities to improve them. Based on this perspective, the Ministry of Education, Culture, Sports, Science and Technology has established the ``Fifth National University Corporation'' regarding the facility development of national university corporations, etc. (including the National Institute of Technology, an independent administrative institution, and inter-university research institute corporations; the same shall apply hereinafter). We are proceeding with systematic development based on the ``Five-Year Facilities Improvement Plan'' (determined by the Minister of Education, Culture, Sports, Science and Technology in March 5) (hereinafter referred to as the ``National Plan'').
Based on the above, based on the basic policy of the national plan, we will formulate a medium-term plan for the development of unique facilities for national technical colleges, and based on this plan, we will promote facility development in a systematic and focused manner. .

(1) Matters regarding facility maintenance
The facilities of national technical colleges take advantage of the fact that their educational and research activities are close to the local community, and provide opportunities for independent learning and co-creation with local communities, society, and the world. We aim to transform the entire 51 campuses of the 55 technical colleges into a ``KOSEN Commons'' that will become a base for ``co-creation,'' where each of the XNUMX technical colleges will demonstrate their individual characteristics.To achieve this, we will promote facility development based on the following ideas. 1) Acceleration of aging improvement and maintenance
In order to quickly improve aging facilities, we will utilize "strategic renovations" to improve functionality and extend the lifespan of existing facilities. However, if it is difficult to renovate due to the condition of the existing facility, it will be renovated.
2) Planned and focused facility development
In order to accurately respond to issues such as aging facilities, the advancement of technical college education, and internationalization, National College of Technology facilities are working to "ensure a safe and secure educational and research environment" and "respond to the advancement of technical college education." We will focus on "responding to the internationalization of technical college education" and "responding to the SDGs."
For this reason, we will continue to steadily implement the "Reiwa New Era Technical College Functional Advancement Project," and we will also begin to gradually improve facilities that are not covered by this project (physical education facilities, student support facilities, etc.) I will do it.
We will also carry out improvements that will contribute to the creation of an attractive campus environment suited to the characteristics of each national technical college.
(2) Matters related to facility management
In order for facilities that have been developed based on these basic concepts to maintain and ensure the educational environment they aim for, it is necessary to work on maintaining and utilizing the facilities from a comprehensive and long-term perspective. By implementing facility management that strategically considers various initiatives as part of school management, we will lead to timely and appropriate facility development.
3. Facility development that should be prioritized
(1) Ensuring a safe and secure educational and research environment
In order to ensure that the facilities of the National College of Technology have the necessary functions and standards as the basis for educational and research activities at the National College of Technology, and to continue to maintain this, we will improve aging facilities and provide safe and secure education while giving consideration to strengthening disaster prevention functions. Promote the development of a research environment.
We will systematically update core equipment (lifelines) whose safety is compromised due to age-related deterioration in order to strengthen disaster prevention functions and prevent accidents, as well as to ensure quality suitable for the foundation of educational and research activities. .
Consideration will be given to the development of facilities to accommodate the ``new normal'', including not only educational and research facilities but also daily spaces such as cafeterias and student dormitories, ensuring ventilation and air conditioning functions, and installing toilets.
(2) Responding to the increasing sophistication of technical college education
In order to create a basic environment suitable for nurturing human resources who will lead the way in "manufacturing," we will develop school buildings, training factories, libraries, and student dormitories, and promote the sophistication of technical college education.
In order to carry out effective hybrid classes of online and face-to-face classes, we will develop a learning environment that is not restricted by time or location, such as individual study spaces, and spaces where students can communicate with each other on a daily basis, such as active learning spaces and open labs. (3) Responding to the internationalization of technical college education
In order to improve international understanding among Japanese students, we will promote the development of mixed dormitories where Japanese students and international students can live together, taking diversity into account.

When developing national technical college facilities, we will develop them with diversity in mind.

(2) Strengthening collaboration with local communities, society, and industry
Each national technical college will strive to disseminate information on education and research results on a daily basis, and strengthen collaboration with local communities, society, and industry.
(3) Promotion of facility management
In order to maintain and utilize facilities from a comprehensive and long-term perspective, each national technical college will promote facility management that optimizes the total amount of facilities it owns and utilizes them efficiently. Facilities are one of our management resources, and facility management is carried out as a university-wide system under the leadership of each principal as top management.
We will establish a PDCA cycle for facility management implementation measures such as facility maintenance/repair and effective use of existing facilities, and continuously improve these efforts. In addition, in order to maintain a good and safe educational environment, efforts will be made to secure the necessary financial resources for maintenance and management costs.
